GraphicsGale is an ANSI software, meaning it can't handle Unicode paths.
When launched with NTLEA, it gets Japanese interface properly. Yet it still has problems opening files with japanese symbols in paths. From my own experience, no locale emulation software was able to make it work properly, until now: Locale-Emulator handles this better, and it allows GraphicsGale to properly work with such paths. It's open-source: https://github.com/xupefei/Locale-Emulator
Maybe this can be fixed in future for NTLEA too.
